Note that entering the military base will probably require you to give up your passport in exchange for a pass but access is free. I recommend that you bring a pair of gloves or buy them when you register. The rangers let groups of about thirty people to go up at regular intervals. Be careful at the top, there are no barriers. You will find more information and pictures on the page dedicated to Khao Lom Muak.
