To leave Chiang Khan for other destinations, it will necessarily be entirely or partly by bus. To return to Bangkok, you have direct buses via Loei or the option of going to Loei to catch a plane to Bangkok. There is no bus terminal in Chiang Khan, but there are offices for two companies that offer buses to Bangkok (and therefore Loei):
Alternatively, you can reach the Loei bus terminal and from there choose your next destination (be careful, buses apart from Udon Thani and Khon Khaen are infrequent). The blue local bus 1395 (songthaew) which you take on route 201 in front of Wat Si Khun Muang at the stop near the arch in homage to the King. Otherwise at this stop. leaves every 30 minutes approximately (1h30 / 50 THB). You can also catch it elsewhere but there you are sure that it will pass. Note that to go to Nong Khai a return to Loei is obligatory and even a stop in Udon Thani is recommended.

The train is the cheapest way to travel in Thailand especially in 3rd class. This is also where the contact with the population is the most interesting and incredible...
Taking the plance to travel in Thailand is often not that much more expensive than the bus especially with the numerous specials offers and it is so much faster !
The train does not go everywhere in Thailand. It does not serve some destinations tourists love. But by bus you can get almost anywhere in Thailand...
Thailand has many many islands with beautiful beaches and except for Koh Samui and Phuket, the boat is the only option to get on the islands.
